Referendum Questions

       
The following referenda questions will be on the ballot:

PREAMBLE
The Association’s current By-laws state that any proposed amendments to By-laws require a referendum to secure majority membership agreement. This By-law has proved to be difficult to implement, as amendments are frequently minor or technical in nature. Members have expressed concern that even with a detailed preamble to the referendum question amendments are difficult to put into context or are not easily understandable. Students’ Council therefore proposes to revert to the earlier practice of requiring amendments to the By-laws to be put before a General Meeting for majority approval.

Question 1:

Do you agree to amend the Association’s  By-laws to provide that By-law amendments can be made at a General Meeting of members rather than through a referendum? 

Please answer Yes or No

Five percent of the members of the Association are required to vote in order for the referendum result to be valid. If more than 50% of members voting agree to the referendum question then the proposal will be implemented

 

PREAMBLE
The Students’ Association Executive Committee and the Wyckham House Board have been working with their professional advisors for over three years to develop solutions to the problems identified by members to the Students’ Association wishing to access Association services and facilities. Members have stated that their major problems have arisen because the Wyckham House Student Centre is overcrowded. The Association has consulted members through surveys and focus groups to develop new service opportunities as Mount Royal College continues to grow and diversify.

One solution which received approval from members is an expansion of student centre facilities to increase the space available by two-thirds. This development would cost $15 million. Once developed, new service offerings could include a concert facility as well as new retail space and student service centres.

In order to pay for new facilities, the Association plans to commence a broad-based fundraising campaign to raise the capital needed for construction. If agreed, funds would also be raised through an increase in the Association’s Capital Campaign Contribution. Initially, the total semester fee would be $15. This amount would be charged until 2004 and would be used to pay for pre-construction costs. Once construction commences in 2004/2005, the capital campaign contribution would rise to $25 per semester. This would pay the financing costs for the additional space. The capital campaign contribution will cease once these costs are paid.

Question 2:

Do you agree to an increase in the Students’ Association Capital Campaign contribution by $12, to $15 per semester for each student, commencing the Fall 2000 semester and continuing until 2004 ,and commencing the Fall 2004 semester to raising the contribution to $25 per semester until all outstanding loans for construction are repaid?
